1. CPSIA - Generally
We have received numerous inquiries into whether our products comply with the Consumer Product Safety Improvement Act of 2008 (CPSIA). Our answer is that they do. Our manufacturers and suppliers have provided the certifications to us. They are located on the CPSIA page.
Congress passed the CPSIA to protect children from lead and certain phthalates. Specifically, Congress required that children’s products, toys, and child care articles contain minimal levels of lead or phthalates. The CPSIA defined “children’s products” as those intended primarily for the use by children 12 years of age or younger.
Congress further required under the CPSIA that a manufacturer or importer of the children’s products, toys, and child care articles provide certifications that their products contained levels or lead or phthalates below the levels set under the CPSIA.
2. Requirements
2.1. Lead
With respect to lead, the CPSIA provides the levels and timetables under which children’s products would be deemed unsuitable for distribution to the public. The following table summarizes the levels and timetables:
|
Levels of lead |
Timetable |
|
600 parts per million for any part of the children’s product |
August 2008 to February 2009 |
|
300 parts per million for any part of the children’s product |
August 2009 to August 2011 |
|
100 parts per million for any part of the children’s product |
August 2011 to date to be determined |
We have received certifications from our suppliers and manufacturers that none of our resin products contain levels that exceed 100 parts per million. In fact, the levels are significantly lower than 100 parts per million.
None of our other products contain lead.
2.2. Phthalates
With respect to phthalates, beginning in February 2009, the CPSIA requires that children’s toys and care articles not contain levels of di(2-ethylhexyl) phthalate (DeHP), dibutyl phthalate (dBP), benzyl butyl phthalate (BBP), diisononyl phthalate (DINP), diisodecyl phthalate (DIDP, or di-n-octyl phthalate (DnOP) greater than .1 percent. Our manufacturers and suppliers have certified that none of our products, including ribbon, contain any of the mentioned phthalates.
3. Testing
The CPSIA require that our manufacturers certify that our products are below the levels for lead. We have copies of certificates from our manufacturers that our resin products do not contain lead above the allowable levels.
